Mayor: Utility companies the actual culprits

ALTHOUGH about RM117mil had been allocated for road repairs in Kuala Lumpur, about 60% of the damage is due to shoddy resurfacing work by utility companies after underground cabling work.
Kuala Lumpur mayor Tan Sri Ahmad Fuad Ismail said Kuala Lumpur City Hall (DBKL) was not informed of any underground cabling work by utility companies.
“We would only know work had been carried out after seeing the roads resurfaced.
“These patch-up jobs are done shoddily and potholes appear at the affected stretches. Sometimes, the contractors damage other cables in the process of their work and the road had to be dug up again,” he said.
“Everyone points finger at DBKL for the poor road condition although the utility companies are the actual culprits,” he added.
Fuad suggested that utility companies adopt the Horizontal Directional Drilling (HDD) method to reduce the damage to the roads.
The HDD method requires only two cuts on the surface; launching pit and receiving pit compared with the conventional open cut method widely used, which requires the whole stretch of road surface to be dug up.
“The method prevents open digging and also reduces the chance of damaging other cables. However, the cost is about three to five times higher,” he said, adding that some companies had started using this method.
He said another contributing factor was spillage from cement trucks.

阿末弗亚驳斥隆市政厅没有修补道路的报道。
(吉隆坡1日讯)吉隆坡市政厅今年设定修复及重铺吉隆坡49条主要道路计划中,目前已完成37条道路,另外10条路正在进行,剩余2条路则在委任承包商阶段。这2条路是拉惹慕达路(Jalan Raja Muda Abdul Aziz )及云顶吉冷路。吉隆坡市长丹斯里阿末弗亚指出,上述路段总长99.21公里,耗资1亿1700万令吉。
他透露,市政厅也将在明年修补及重铺吉隆坡另外16条主要道路,总长53.4公里,包括陆佑路、金马路、马哈拉惹叻拉路、旧巴生路、斯迪亚旺沙路、古晋路、旧古仔路及甲洞路等。
反驳没修路指责
阿末弗亚是于星期三下午针对一家马来报章指该市政厅没有维修道路新闻,作出反驳。
他强调,隆市有1342公里是属于地方政府路,而每天进入隆市的车流量高达2亿,包括大型巴士及罗里。
他说,造成路面损坏原因通常巴士所溢出的柴油渗入沥青、罗里载送时石灰流到地面及一些非法挖掘道路后并没有妥善处理而造成。
“同时,许多承包商在没有通知市政局情况下,在凌晨挖掘道路后,事后没有妥善处理,以致市政局找不到相关单位负责。”
市长建议国能、电讯台或雪州水供公司等单位如要进行地底工程,可考虑采用水平定向钻(Horizontal Directional Dricling)方式。
“水平定向钻方式进行地底工程,无须损坏路面也无阻碍地面的一切工作,现在布城已经采用该方法,但成本比普通高出3至5倍。”
